Wiki Midwife assist for c-section and NYS Medicaid

Our physicians will often perform C-sections for our patients, and the assist is usually a midwife from another practice. The midwife practice is billing NYS Medicaid patients for 59514-AS, and they are not being reimbursed. I believe they should be modifier -80, not -AS. Can anyone shed some light on this? Any references available? When our midwife assists a C-section, we use modifier 80 and have no problems with reimbursement. Thanks!
