Wiki Medicare policy is no payment for 99072

I just spoke with a Medicare representative who confirmed that Medicare will not be paying for cpt 99072. He referred me to MLM document MM11939 where Medicare states you can document that additional costs were incurred, but no RVUs will be applied, therefore no payments will be made on the CPT. Is there any reason to submit the CPT? Does anyone think this ruling might change? I'm still having trouble getting it through my clearinghouses..
