Wiki Medicare denials for VA referring provider for tests.

I have seen several times where we billed Medicare for an office visit, and our doctors preformed a PSA while here. The referring provider is from the VA Health Care System, Medicare pays for office visits, but denies the PSA tests stating that the provider can not refer these services. If anyone know the reason why or can provide insight as to what is happening, I will greatly appreciate it.
