Wiki medicare compliance with dx sequence

does anyone know or have found it documented anywhere whether you are considered out of compliance if your second or third dx are in different order than what is on the superbill?

I code from the dictation, which sometimes different from the superbill. I sequence the dx code how the provider has them listed in the note.
