Wiki Medicaid and routine venipuncture

Our Medicaid (Pennsylvania) is not paying for CPT 36415, as it is not on their fee schedule. 36415 is billed frequently for family practice, and Medicaid will not provide me with any "coding" information or crosswalks, but states there is an "alternative" code that can be billed. I have searched but cannot find anything for routine venipuncture. Anyone else out there in Pennsylvania have this issue?
