It depends, are the tears the result of a current injury, if so you would use the S83 codes, if not then the M23 codes. Either way you will have two codes, one for the medial and one for the lateral meniscus.

Is there a link anywhere that shows the monetary value of Dx? Do S codes in general pay higher than the M codes?

The monetary value is placed on the procedure code. The diagnosis code would support the medical necessity for the procedure but is assigned based on the provider's judgment of the patient's problem. The provider may not specifically state the diagnosis exactly the way it's written in ICD but should document will enough that you can infer from his notes (i.e patient was playing basketball when he twisted his knee and had immediate pain vs patient presents with knee pain). If the diagnosis is not clear then questioning the provider for more information would be appropriate.
