Wiki Medi-caid Antigen X7708 Vial Sets

Hi,
We are having a payer paying 2 units of X7708 for Medi-caid ( 95165) saying that Medi-caid guidelines only pays 2 sets per yea No one can define a "set" for me. Any suggetsions.

From what I gather, they will only pay for 2 units twice a year.
