Hello,

I need some clarification on a visit in which a patient came in only for refills. Since there are medications where a patient must be seen in order to give refills does that automatically make it a higher level of service?

no there are no automatics in E&M levels if it is an established patient you still must meet 2 out of 3 key components. MDM still has to have 2 out of the three elements, medication prescription comes under risk which is only one of the three, you still need either #of dx reviewed or complexity of information to be on the same level as risk.
