Who is allowed to create and enter results into our EMR for lab orders?

Our front desk staff has been doing it until recently when our EMR service provider notified our office that is no longer compliant. The way our nurse read the CMS website was that only licensed professionals may enter this information. Does that also affect our interface?
 
Labs are supposed to be ordered by the physician in the EMR, not the front desk staff. One of The uses for an EMR is to get the physicians to order the ambulatory services, prescription , etc. this does cause a new operational process in some offices where duties were distributed differently. Ultimately , the physician should be in control of all of the patients orders.
 
The physician does enter the lab order, but the front desk staff enters the results from the paper copy we receive, this copy is also linked in to the chart. We recently spoke to someone different from our ERM service who said that our front desk staff can enter the results. They could not find anything stating otherwise, but we are hesitent to goa back to doing things that way. I did not see an MLN on this supposed change.
