Wiki JustCoding.com article wrong?

I came across a Nov 1, 2023 article on JustCoding.com ( https://justcoding.com/articles/ref...ure-and-dislocation-care-emergency-department ) that says "The definition of 'anesthesia' does not include moderate sedation. Therefore, the use of moderate sedation would not be considered 'requiring anesthesia' for these codes. .... As a side note, the definition of 'anesthesia' also does not include local or regional blocks."
Has anyone else seen this?

Coding for fractures, lacerations, etc gets you an NCCI edit warning about unbundling for anesthesia procedures when using a Nerve Block CPT, for example.
Since JustCoding.com says that these are not included in the definition of anesthesia per the 2023 article, are you actually not unbundling the "anesthesia" process and need to ignore the edit & add them?

Guessing JC is wrong and we shouldn't code but, considering what they say about it not actually being an anesthesia service, I thought I'd see what others thought.
Thanks in advance.
