I just came across this scenario and was wondering which modifiers I would use.

Pt comes in and has a vascular procedure done in July, is in a global for 90 days, then my general surgeon does a cholecystectomy on her (79) but now my vascular surgeon is bringing her in for a complication from her vascular procedure, so do I use -78, and -79? Won’t thiese cancel each other out?
Keep in mind both MDs are under the same Tax ID.

Tax ID is irrelevant when it comes to 78 & 79 - it's only the same MD, or different MD. You would use -78, if the vascular surgeon took her back to the OR. Hope that helps! ;)
