Wiki IS WOUND PREP INCLUDED IN ADJACENT TISSUE TRANSFER?

I have always used 15004 when excision of scar/tissue is being performed prior to skin graft (example 15240), however my provider wants to bill 15004 when performing an adjacent tissue transfer (example 14301). Would the tissue excision not be included in the ATT?
