Wiki injection with strapping - surgical procedure

Can anyone tell me what I need to do to bill 29540 and 64450 together? 64450 is not being used as "anesthesia for a surgical procedure" it is being used as a therapeutic injection for pain. I tried adding a 59 to one and then to the other, but it didn't work either way.

I have been dealing with the same issue with 97035 & 64450. I have been appealing them. My biggest concern is as to why the carriers are paying the 97035 and bundling the 64450 in. The RVU is higher on the 64450. . .
I have been appealing all mine and have not heard back
