Can implants be charged for if they were attempted to be implanted but could not be successfully implanted? example spinal cord stim leads
Also if they were implanted and then removed because they did not provide the desired outcome by the doctor? example plates and screws.

Yes, I think you can still charge for attempted implant that was not successful. I'm not sure if it would be a full or partial charge. I charge OR Implants on a daily basis and if a doctor uses a screw and then "waste" it, I still charge for the screws.
