What ICD9 should be used for the following diagnosis:

Specimen: Cervix, LEEP excision
Diagnosis: Focal micro-invasive squamous carcinoma arising in association with high grade squamous intraepithelial lesion (HGSIL, CIN3)

I don't see this terminology often but have not been able to locate the rules in the Official ICD9 Guidelines on how to code "arising in" nor can I find any articles on properly coding this scenario. Thoughts, suggestions, advice or links to articles/guidelines would be greatly appreciated!

Thank you in advance.

In this case I would code the carcinoma as the primary diagnosis and then also add the diagnosis for the Cin 3. You don't need the second diagnosis but its best to be as specific as possible.
