can I bill a telehealth visit for a hospital. this is what the provider did:

Chart reviewed, spoke to nurse, and spoke with patient over the phone, and noted her chart

if I can't bill a telehealth visit what can I bill if anything for the provider's time?

Right now during covid this isn't considered telehealth if it's hospital and under the same roof. You'd bill it as if they saw the patient face to face.
