Wiki Hospital Discharge

One of the hospitalists I bill/code for discharged a patient on Wednesday, however the patient appealed the discharge with Medicare, apparently this was denied by Medicare, however the patient stayed until today. The doctor is not at the hospital today, and asked if he could bill for the discharge. I told him without face to face time he cannot bill for discharge today. Am I off base on this one?
