Wiki hospital discharge

Is it usual that Medicare and any plans following Medicare guidelines do not pay hospital discharge 99238 or 99217 for discharge from observation? There were no global days from the procedure the doctor performed in the hospital for the patient.

I can't think of any reason why any insurance carrier wouldn't pay for a discharge (providing the documentation supports the charge) if there was no procedure with a global period for that stay. If I was receiving a denial I would contact that carrier to find out why.
