Wiki Horizon NJ Health coinsurance not billable to patient?

Horizon NJ Health applied an amount towards coinsurance and says that we shouldn't bill the patient for this balance and the provider has to write this off as the patient is a medicaid patient. Is this correct, if the insurance is applying an amount towards coinsurance and if there is no other insurance to cover that balance then obviously it becomes the patient responsibility correct?
