Wiki Hematuria after Surgery

If the patient is re-admitted to the hospital within the global for a TURP for hematuria related to the TURP, can you bill the Hospital E/M with a 24 modifier?

I was told at a seminar that you could charge because it is "Treatment for an underlying condition and/or added course of treatment which is not part of normal recovery from the procedure/surgery"

Hematuria is a common side effect after a TURP. I would do a global because it is a result of the surgery.
