Wiki Help with General Surgery Coding ???

I am new to general surgery coding and have a physician billing the following.

44320
45100 51
45990 59

Medicare pd the first two cpt codes, however they denied 45990-59 as inclusive to 45100. Is this an appropriate denial or should I appeal?

45990 is a component code of 45100 and cannot be billed together
