Can CPT 20680 be billed with CPT 11043-59?

I've received a denial stating 11043 can not be billed in this case. I've tried to find something that would either substantiate this denial or provide supporting documentation to appeal the denial.

debriding is included in removal of hrdwr so you probable can't bill it

truely depends on your documentation for this case, if it is just a hardware removal with debridement that is inclusive, if the debridement is extensive you can add a 22 modifier. If there is a separate injury that was debrided then it is billable.
