MEDICARE ORGINALLY PAID THIS. AND NOW THEY ARE TAKING BACK SAYING THE HAMMER TOES ARE INCLUSIVE. SO IF SHOULD I BILL THE HAMMER TOES THIS WAY

per ncci the 28285 would bundle to the 28296 but the modifier 59 can be added to tell medicare they were done on different toes than the 28296 and it appears by your modifiers that is the case. I do not use the mod 51 at all.
