Wiki H & P in PHP

I have a provider who has been asked to do history and physicals for all patients in a psychiatric partial hospitalization setting. Since this is not problem oriented, an E/M code would not appropriate would it? My provider has given me the amount of time spent with each patient, but nothing else.

Any advice is appreciated.
