If a patient comes in for a URI and the patient is also a diabetic. Doctor's main concern is the URI, but also does a glucose but does not address the diabetes and solely addresses the URI, would we still code for and bill for the glucose?

Yes, performing and billing a lab or diagnostic test doesn't require that the provider 'address' the condition, only that they ordered it and that it is indicated and/or medically necessary for the treatment of the patient.
