I need some clarification regarding "closed reduction with manipulation" codes, ER -MD has done closed reduction with manipulation of distal radius fracture and post reduction x-rays shows still angulation with presence of fracture fragments. can we code - 25605 or only the splint applied by the MD

Yes, you can code 25605. The ER physician would normally only bill for the splint application when he did not perform reduction or when reduction was not neccessary. Even though the manipulation did not completely correct angulation, he still did the procedure and therefore, it is still billable.
