Question? Can I bill a Fracture care with an EM. Example CPT 28470 with EM 99202

I don't bill ortho, but if the E/M service resulted in the decision to perform the fracture care and since fracture care has a 90 day global period, then I would bill the E/M with modifier 57 (decision for surgery) appended in addtion to the fracture care code.
