If we have a patient who comes into the office for let's say a 5 year well visit who also has a high BMI and so the provider wants to get lab work done, lets say 2 panels. Then they comeback to review those labs on another day, does the results discussion count in the MDM of the follow up visit since technically a well visit is coded by the age of the patient and the labs ordered can't be counted in the well visit as test ordered?

Yes, lab review counts under “review of tests” in the MDM, as noted by “Review of the result(s) of each unique test*” in the CPT MDM table (see Category 1: Data).
That said, you can’t bill a follow-up visit based only on lab review — there must be additional medically necessary evaluation or management to support the E/M. Always check the full MDM table for clarity.
