Wiki Fluoroscopy--per session or per body part

I work for a payer and am reviewing a bill for radiofrequency in procedure codes for 2010, should we allow two units for fluoroscopy-77003 (one for cervical and one for lumbar) or should we allow only one unit since it was all the same session? Thanks for your help.
