I'm trying to understand the supervision payment indicator " 9 " concept does not apply. Anyone have any resources or willing to explain a bit better please.

I have a provider asking that they would like their NP to get credit for sclerotherapy, but I noticed the codes have a indicator of "9". Does that mean the NP can bill for the services?
 
Supervision codes are for diagnostic procedures. AAPC says this: • 9 – Concept does not apply; For instance, the concept of physician supervision would not apply to surgical procedures such as 29806 Arthroscopy, shoulder, surgical; capsulorrhaphy.

Also, most sclerotherapy is experimental and not covered. See this from Medicare.
