One of my docs excised a thrombosis from a superficial vein (foot).

"...the involved portion of vein and thrombus measuring approximately 2 cm was excised in toto..."

I was thinking thrombectomy but he feels that it should be billed as an excision of tumor.

Any opinions would be appreciated.

According to Dorlands, a tumor is "a new growth of tissue in which the multiplication of cells is uncontrolled and progressive; called also neoplasm." and a thrombus as "a stationary blood clot along the wall of a blood vessel, frequently causing vascular obstruction."

Since he specifically called it a thrombus in the note, I'd go with that.
