Scenario: A patient presents to the Emergency Room for a fracture. The patient is placed in OBSV status and has surgery. The patient is not admitted to the hospital.

Is the place of service code for the surgery 22 (Outpatient Hospital) or 23 (Emergency Room Hospital)?
