Wiki EEG monitoring with video 9CPT 5951

I have a physician that wants to bill CPT 95951 in the hospital setting and the hospital is telling them that he has to be at the hospital monitoring the patient for 24 hours. According to the CPT description for this code it does not indicate who has to be doing the monitoring. Can a technician do this monitoring and inform the physician if a problem arises? I can find several threads on this CPT but nothing to tell me who is responsible for the monitoring. Any insight would be greatly appreciated on this subject.

Eeg 95951

I code these all the time and the patient does not necessarily need to be at the hospital since, they are monitored and camera type device is used. The EEG is read after the 24 hour period.
