Wiki ED POS 23 Or 21 when admitted

We've receivied a few denials for incorrect POS 23 on 9928X & the OBS codes 9922X & 9923X when the patient is seen in the ED or ED OBS then admitted. The payors are saying they want POS 21, I've been told we can only use POS 23 for 9928X & POS 22 or 23 for 9922X & 9923X; any advice?
