Wiki E/M with Medicare Preventative

Is it appropriate to bill a 99213 with G0439 when the dx for the OV are stable or have been previously treated and have resolved? Provider did not order any medications or tests for the medical dx listed. More like he was just reviewing what had been going on an notating that meds were effective in treating the problems.?

the easiest way to determine this is to review the note and take out all components of g0439, see if what's left will be enough to support the E/M
