Wiki E/M during global for PO Pain Control

Hello All,
I need some assistance on an E/M. Our Dr. performed a rotator cuff repair on 9/6 in an ASC. On 9/7, he admitted the pt to the hosp for post-op pain control. Can he bill for that hospital admit?
Any help would be greatly appreciated.

Per CMS, post-surgical pain management by the surgeon is included in the global.
