If there is a planned heart cath, EP proceedure etc.... can they also bill for the discharge from the facility on the following day ? there are no complications etc. just a standard discharge from OBs.

Depending on the global for the procedure (cath procedures have 0 global days) and if the performing provider was also the admitting provider, they can bill for a discharge on a subsequent day. If the procedure has a 10 or 90 global, than no. Or if the patient was admitted by another provider, than that provider would do the discharge.

No you can not. CPT 99217 should not be reported for discharges related routine/elective Heart Cath/stent procedures. Discharge services for elective heart cath/stent procedures ect...are included in the procedure and not separately reported. If the pt develops a complication and is placed in observation status than you could. The above would not support medical necessity unless the provider officially admitted the pt to observation status. For routine percutenous procedures this is usually a pt kept overnight but not an official observation admit. You can not use the observation discharge code for pt that was never official admitted to observation. Routine procedure with no complication would not support medical necessity either.

Sorry Joyce - I miss understood your questions. Misty Dawn is correct as in the scenario you described you could not charge for the discharge. My cardiologists will see a patient in the ED for a consult, admit them into OBS and then decide to do a cath procedure. They are already in OBS when the procedure was planned. If they plan a cath and have the patient in OBS only because of the procedure, then no they would not be able to bill a discharge.
