Prehypertension does not appear to be an actual diagnosis. However, it sounds like you're referring to an incidental finding of elevated blood pressure without a definitive diagnosis of hypertension. In that case, you may be able to use ICD-9 code 796.2 - "Elevated blood pressure reading without diagnosis of hypertension."

If hypertension is actually diagnosed and is associated with or due to other diseases, then you can refer back to the ICD-9 guideline for hypertension in Section I Chapter 7a. I hope this helps answer your question.
