I am studying for the CPB exam & there are some coding questions. This one stumps me. Can anyone explain the following:

55 yr old female presents to the ofc with ongoing history of Type 1 diabetes which has been controlled with insulin. During the exam the physician notes that gangrene has set in due to the diabetes on her left great toe. Patient is recommended to see a general surgeon for treatment of gangrene on her left great toe.

Out of the 4 answers, I picked 785.4 & 250.70, but the answer was: 250.71 & 785.4.

Can anyone explain to me why you would diagnose the diabetes first when the doctor said she needs to see a surgeon for her gangrene?
