Would Norco or other pain meds be considered part of icd9 304.90-.91: Drug Dependence (unsp) - drug addicition NOS /Drug dependence NOS ?

The document must support weather Dependence or Addiction, we can't assume also. and therapeutic usage not consider as Dependence or Addiction.
