if you are using his NPI number as the rendering or supervising provider (box 24J) then yes.

If you are billing with the physician NPI as the rendering or supervising then he must be on site to be the rendering or supervising. Since nursing personnel do not have NPI numbers and the claim will reject if there is no NPI in 24J then there is no way to provide and bill for services without the physician in the office at the time of service.
