Wiki Do sample medications qualify for Prescription Drug Management?

Hello,
If a provider gives a patient a trial/sample medication and documents instructions and medical necessity, would this qualify for moderate risk as prescription drug management?

The fact that it's given as a sample instead of as a prescription doesn't change anything - it's still the same medication being ordered to treat the same problem.
