I would like some opinions on the following please. Can a provider bill an insurance company for a brace that was provided at no cost to the provider? I do not think this would be appropriate since there was no financial responsibility for the physician, but would like others opinion.
 
NO- you cannot ask the insurance company for reimbursement on something you got for free.

I believe there is a modifier out there for "samples" so you can report the treatment but not the cost.

The modifier is "FB" it is a HCPCS mod. we usually put a comment on it as well saying "samples"
