Wiki DME - Back up ventilator rental modifier assistance

Recently United Healthcare has been denying our back up ventilator rentals. We have always billed them E0465 RR TW. We are now being told that the TW modifier identifies the 2nd unit as back-up equipment, but doesn't make it separately reimbursable.
These are secondary units, mounted to the patient's wheelchair, and should be separately reimbursable. Does anyone know what additional modifier we need to use to get these paid?
