Wiki DM with CKD & HTN

If CKD is due to the DM, but the patient also has HTN, would the coding still be as follows?
250.40
403.90
585.9
Exclusion notes states-renal disease not due to HTN.
"Coding Clinic" states to code the scenerio as I have.
Does anyone understand the rational of adding the HTN code if the CKD is due to DM?
 
We following the same sequence when CKD is due to DM and we need to add a combination code for CKD with Hypertension also, because it's the ICD coding guideline, we need to assume the cause relation of CKD and hypertension when documented together. So we can use 250.40, 403.90, and 585.x here.
