For Type Two with no mention of complications to the eye in ICD-9 we were using 250.00. Is E11.9 in ICD 10 going to be safe to use in the same circumstance? A recent webinar from AAOE suggests that to code the lack of a complication we need to use the encounter code Z03.89.

Thoughts?
 
No. Z03.89 is for conditions that were suspected but ruled out, usually thru a diagnostic test. If the provider documents diabetes with no complication then E11.9 is the correct code. If the provider performs a study due to symptoms to see if a diabetic complication exists and the rules it out it would be appropriate to use the Z03.89 first late with the E11.9.
