Wiki Diabetes with hypo- and hyperglycemia

If a patient with diabetes presents with "uncontrolled diabetes", meaning they are both hypoglycemic and hyperglycemic at times. Their diabetes is not controlled and they are all over the place. What is the correct dx coding? Do we code both E11.65 and E11.649?
