Wiki denial 63042 with 63047 done at different level

Patient had a reexploration at L4-5 and Lam'y/Face'y/Foram'y for L3-4.

Insurance is denying 63042 saying it is included with 63047.

59 was appended to 63042.

Can this be fought or is it coded incorrectly?
