Wiki Definition of 76000, help

in the code descript for 76000 it says up to 1 hour physician time. what does that mean? is it the physician used for a total of 1 hour or fluoroscopy was available for 1 hour?

I need to show my physician documentation of what this description mean, thanks for your help.

Physician used for up to an hour. You can't code for something that was available but not used.
