Do you know if you can bill the 52353 with a 52332 (could not place stent) with a modifier? but not sure what modifier? Or would I not bill the 52332? Any thoughts.

Usually, you can only report completed cystoscopic procedures. That said, how much of the work was preformed? Have you looked at modifiers -52 or -53?
 
according to the op note "several attempts" were made & sounds like a lot of work was done to try to place the stent so I will probaly try one of those modifiers.
